Yu Watanabe 342bab5a06 systemctl: add --wait-timeout= option to the wait verb
The option takes a time span and limits how long "systemctl wait" waits
for the unit to terminate. If the timeout elapses, the command fails with
exit status 124, which is the exit status used by timeout(1).

The option is currently only used by the wait verb. Other verbs that
wait for units, e.g. "start --wait" or "kill --wait", do not use it yet.
