Paul Meyer 33776d483d tpm2-setup: treat NvPCR init outside initrd as error 
systemd-tpm2-setup-early.service also runs after the switch to the
root file system if the initrd doesn't include it. NvPCRs can't be
initialized there, and so far we silently skipped them. With the PCR
policy fallback, this is the only remaining reason for NvPCRs not
being initialized, and it means the initrd is incomplete. Log an
error pointing to the missing service instead.
