docs: prefer token-based user-attachments upload for PR/issue media
Replace the artifact-store-first guidance with the direct uploads.github.com/user-attachments endpoint (same CDN as drag-and-drop, works with gh auth token); Crabbox artifact publishing stays as the fallback for non-media artifacts or endpoint failure.
