pkg/idtools: remove deprecated functions and types

Remove;

- `MkdirAllAndChown`
- `MkdirAndChown`
- `MkdirAllAndChownNew`
- `GetRootUIDGID`
- `FromUserIdentityMapping`
- `ToUserIdentityMapping`
- `CurrentIdentity`
- `IdentityMapping`
- `Identity.Chown`
- `IDMap`

Also remove the temporary consts that were previously in use by BuildKit;

- `SeTakeOwnershipPrivilege`
- `ContainerAdministratorSidString`
- `ContainerUserSidString`
