Linting: drop obsolete "unused" exclusion

https://github.com/dominikh/go-tools/issues/1294 has been fixed, and
the excluded unused linter no longer flags
staging/src/k8s.io/client-go/util/workqueue/metrics.go; this removes
the exclusion.
