Bear Huddlestonandemozilla 7ac4cf552c feat(desktop): carry the browser host renderer from #93508 ...

Carried from BearHuddleston's #93508: the browser bridge and transport,
launch-session handling, touch and phone layout, browser previews, file
staging, the host terminal rail, Webapp settings pages and media ticket
renewal. Relay-only and fence-only code stays out.
