Review: if the cache file was never rewritten within the 20s wait, the step
still printed 'module analysis cache ready'. It now prints a warning with the
cache path instead; still non-fatal.
Forwarding PSModuleAnalysisCachePath only helps when something already warmed
the cache. Whether the ARM64 build-deps step did depended on how long its
PowerShell stayed up: PowerShell writes the analysis from a timer ~10s after it
runs (AnalysisCache.QueueSerialization), so a process that exits right after
its first cmdlet never saves it. On runs where build-deps finished fast the
cache stayed cold and every PowerShell child a test spawned paid ~22s again
(arm64 test step 206-259s instead of ~130-150s).
Warm it explicitly from a cmd step and stay up until the cache file is
rewritten: ~39s when cold, ~1s when warm. Forced-cold check: a child launched
afterwards started in 0.4s and the test steps ran in 137/146s.
