fix(local-runtime): point Nemotron 3.5 Bolt at its renamed repositories

NVIDIA renamed both Bolt repositories on Hugging Face after the catalog
entry was written, and the old names resolved only through Hugging
Face's rename redirect. The entry and its LiLiCorr draft now name
nvidia/NVIDIA-Nemotron-3.5-Bolt-74B-A9B-24GB-GGUF and its -LiLiCorr-GGUF
sibling. Checked against the Hugging Face API: both answer directly,
neither is gated, and every pinned file has the same revision and size,
so the download URLs now go straight to the CDN.
