feat(plugin-catalog): add safeailabs-provider

Lists the Safe AI Labs model provider (nevertrust-ai/hermes-safeailabs-provider, 1.0.0). It registers one OpenAI-compatible api-key provider, safeailabs, with SAFE_AI_KEY and an optional SAFE_AI_BASE_URL for the region; no tools, hooks or middleware.
