feat(catalog): add breeze-tts, a Breeze Blue TTS provider

Pins MDsniper/hermes-breeze-tts at 19fda86: a standalone plugin that
registers the 'breeze' TTSProvider against the Breeze Blue Developer API.
Catalog metadata only — no core code touched.
