83a946dcab Add missing implicit dependency to podsandbox controller 
The pod sandbox controller currently initializes an entire client which
requires the transfer service to be initialized. If a plugin which
transitively depended on the transfer service is disabled, this could
lead to the pod sandbox controller failing to initialize as the transfer
service may be registered after. This dependency should be explicit in
the requires field.

c69f443ba8 Update sandbox controllers service implicit dependency 
The sandbox controller should only error out if it cannot find any
sandbox controllers. If it requires the pod sandbox controller to be
initialized, that creates an implicit dependency on all CRI plugins
being initialized. The sandbox controller API can be used without CRI
and therefore should not have this dependency.

f0aeb9037e Add sandbox controller create call to client 
Currently the new sandbox returns a sandbox client which will error when
start is called. The new sandbox should also create the sandbox with the
sandbox controller.

efc9950114 Add runtimes option to task manager 
Allow task manager to fetch info on runtimes at startup.
Use this info to configure whether the runtime allows formatted mounts.
This info could also be used in the future to enforce policy such as
requiring a pre-known set of runtimes or specific runtime properties.
