Andreas Rheinhardt 38221d0ec9 avcodec/codec: Remove deprecated AVCodec arrays ...

They were deprecated in 3305767560
on 2024-09-08. Removing them allows to constify all FFCodecs;
furthermore, it allows to use a union of a video-only and a audio-only
structure to reduce sizeof(FFCodec).
