Tyler Yankee d5309429d0 ctest: Interpret relative paths in BUILD_DEPENDS ...

Previously, add_test and discover_tests required absolute paths to
files in BUILD_DEPENDS arguments. Relax this to allow projects to
specify relative paths, which is more consistent with e.g.
add_custom_command(DEPENDS).
