"systemd-nspawn --restrict-address-families='inet inet6 unix'" is workable
but annoying. Allow "--restrict-address-families=inet,inet6,unix".

This covers systemd and systemd-nspawn.

bus_append_filter_list is used for other parsers too. Allowing commas in
all those cases makes sense too, but to make this official, we should
adjust the config file parsers too. I'm leaving all that for later. For
now, the acceptance of commas is an undocumented bonus.
