Skye Soss ebeab96de9 namespace-util: don't require privileges when there's nothing to enter ...

When namespace_enter_full() is called with namespaces that the current
process is already a part of, skip the setns() call on the user
namespace. This allows the function to succeed without CAP_SYS_ADMIN.
