Lennart Poettering 5051def45c man: update version formatting requirements in os-release 
Allow full UAPI.10 version strings, i.e. "+", "_", "~" and "^" too, to
match the recent reworking.

These version strings are generally distro-managed, hence use the more
liberal alphabet.
