Christian Brauner 28741e0c09 fd-util: ignore O_EMPTYPATH in fd_verify_safe_flags() ...

Linux 7.2 adds O_EMPTYPATH to openat() combined with an empty path it
reopens the fd itself without a detour through /proc/. glibc does not
define the flag yet, provide it from the fcntl.h override.
