Use xopenat{_full}().

Minor semantic changes:

(1) O_CLOEXEC by default
(2) O_CREAT open without O_EXCL refuses to create the file through a
    dangling symlink

Log the error chase_and_open() returns in nspawn's write_membership()
instead of errno.
