Lennart Poettering 5b2642de22 sysinstall: Allow encryption block devices for root (#44337) ...

We want to encurage disk encryption therefore allow root to be
encrypted.
If an encrypted root partition is found try to decrypt encrypted root
devices using "" as passphrase. It's expected that "" passphrase is
enrolled via repart.
