Jonghyun An 8cb2f9e031 man: document line continuation in udev rules (#44344) 
udev(7) does not explain that rules can continue across physical lines
with a trailing backslash.

I documented the line continuation syntax and how comments and blank
lines are handled.

Fixes #42955
