Add "varlinkctl monitor" which connects to systemd-varlink-monitord and
displays captured varlink messages in real time, with both pretty-printed
and JSON-SEQ output modes. Supports filtering by --pid, --path, and
--uid. Includes integration tests covering pre-existing sockets, new
sockets, filtering, large message reassembly, garbage data handling, and
JSON output validation.
