Lennart Poettering 0bfed33959 tree-wide: close-on-exec by default (#43692) ...

In any modern codebase `O_CLOEXEC` should be the default and file
descriptor inheritance must be explicitly enabled. Flip the switch and
port everyone to our internal open helpers as well.
