zeertzjqandDoug Kearns d3b4f562a6 vim-patch:8331682: runtime(css): Update ftplugin, disable auto-commenting (#41443) 
Remove "ro" from 'formatoptions'.

The universal selector "*" cannot be disambiguated from the 'comments'
middle "*" pattern, causing spurious "*" characters to be inserted after
selector lines.
