Paweł Gronowski 6a426273c8 hack: Generate files with Go module mode ...

GO111MODULE=off was added when generation ran inside GOPATH with
vendor.mod workarounds. Generation now runs outside GOPATH, those
workarounds are gone, and tools are declared in go.mod, so keep module
mode enabled to resolve them through `go tool`.
