When all image content is already present, pullProgress marks layer
progress as hidden. The initial "Pulling fs layer" message was emitted
without checking that state, leaving an unterminated progress entry even
though no layer download was needed.
Respect hideLayers when emitting the initial layer status. This keeps the
existing behavior for partial and actual pulls, while omitting per-layer
progress when all content is already available.
Extend TestImagePullWithExistingSnapshot to cover the fully-present case.
