Akihiro Suda 3c78817190 integration/system: skip rootless cgroup v1 memory limits ...

The VM job's DIND environment does not boot with systemd, so the systemd
memory-limit test skips before starting a daemon. Native execution on
Oracle Linux 8 reaches the test, but Docker requires cgroup v2 for the
rootless systemd cgroup driver.

Skip this unsupported combination while retaining rootful cgroup v1 and
rootless cgroup v2 coverage.
