Sebastiaan van Stijn 8f0d996e42 syslog: update srslog attribution and documentation ...

Remove README content that no longer applies to the imported package, and
document that it is a hard fork of the archived RackSec/srslog repository.

Add the srslog and Go provenance to NOTICE and restore the original Go
copyright notice in the package's BSD 3-Clause license.
