These comments were added to enforce using the correct import path for
our packages ("github.com/docker/docker", not "github.com/moby/moby").
However, when working in go module mode (not GOPATH / vendor), they have
no effect, so their impact is limited.
Remove these imports in preparation of migrating our code to become an
actual go module.

This type felt really redundant; `pidfile.New()` takes the path of the file to
create as an argument, so this is already known. The only thing the PIDFile
type provided was a `Remove()` method, which was just calling `os.Remove()` on
the path of the file.

The io/ioutil package has been deprecated in Go 1.16. This commit
replaces the existing io/ioutil functions with their new definitions in
io and os packages.

pidfile.New() was opening a file in /proc to determine if the owning
process still exists. Use syscall.OpenProcess() on Windows instead.
Other OSes may also need to be updated here.

Fixes#10958 by moving utils.daemon to pkg.pidfile.
Test cases were also added.
Updated the daemon to use the new pidfile.
