Move the useful Mounts API create coverage out of integration-cli and
into the container integration tests that own the behavior.
Add volume mount inspect assertions to TestContainerVolumeAnonymous for
destination normalization, read-only named volumes, explicit driver
configuration, and NoCopy mounts.
Add a focused bind mount inspect test for read-only bind mounts and
shared propagation.
Do not port the full integration-cli matrix. Existing integration tests
already cover anonymous volume creation and labeling, anonymous volume
removal with RemoveVolumes, and generic bind propagation handling.

This package was originally internal, but was moved out when BuildKit
used it for its integration tests. That's no longer the case, so we
can make it internal again.

Move the option-types to the client and in some cases create a
copy for the backend. These types are used to construct query-
args, and not marshaled to JSON, and can be replaced with functional
options in the client.

Integration tests will now configure clients to propagate traces as well
as create spans for all tests.
Some extra changes were needed (or desired for trace propagation) in the
test helpers to pass through tracing spans via context.

Windows Server 2016 (RS1) reached end of support, and Docker Desktop requires
Windows 10 V19H2 (version 1909, build 18363) as a minimum.
This patch makes Windows Server RS5 / ltsc2019 (build 17763) the minimum version
to run the daemon, and removes some hacks for older versions of Windows.
There is one check remaining that checks for Windows RS3 for a workaround
on older versions, but recent changes in Windows seemed to have regressed
on the same issue, so I kept that code for now to check if we may need that
workaround (again);

The io/ioutil package has been deprecated in Go 1.16. This commit
replaces the existing io/ioutil functions with their new definitions in
io and os packages.

Rather than bifurcate the test completely, this lets us keep the test
intact with a small function wrapper to allow the compiler to build the
code that'll never be called on Windows, on Windows.

This enables image lookup when creating a container to fail when the
reference exists but it is for the wrong platform. This prevents trying
to run an image for the wrong platform, as can be the case with, for
example binfmt_misc+qemu.

Since Go 1.7, context is a standard package. Since Go 1.9, everything
that is provided by "x/net/context" is a couple of type aliases to
types in "context".
Many vendored packages still use x/net/context, so vendor entry remains
for now.

Current insider builds of Windows have support for mounting individual
named pipe servers from the host to the guest. This allows, for example,
exposing the docker engine's named pipe to a container.
This change allows the user to request such a mount via the normal bind
mount syntax in the CLI:
docker run -v \\.\pipe\docker_engine:\\.\pipe\docker_engine <args>
