ds.cache is never nil so the uncached code paths are unreachable in
practice. And given how many KVObject deep-copy implementations shallow
copy pointers and other reference-typed values, there is the distinct
possibility that disabling the datastore cache could break things.

The datastore cache only uses the reference to its datastore to get a
reference to the backing store. Modify the cache to take the backing
store reference directly so that methods on the datastore can't get
called, as that might result in infinite recursion between datastore and
cache methods.

It only had a single implementation, so let's remove the interface.
While changing, also renaming;
- datastore.DataStore -> datastore.Store
- datastore.NewDataStore -> datastore.New
- datastore.NewDataStoreFromConfig -> datastore.FromConfig

Since the datastore interface is common for persistent and
non-persistent objects we need to provide the same kind of sequencing
and atomicity guarantess to non-persistent data operations as we do for
persistent operations. So added sequencing and atomicity checks in the
data cache layer.

Currently datastore has dependencies on various kv backends.
This is undesirable if datastore had to be used as a backend
agnostic store management package with it's cache layer. This
PR aims to achieve that.

Add local scope store caching support as
well as do some refactoring to make it datastore
scope aware and manage scope specific config.
