Hubert Grochowski 513b55b35a Remove Cluster-Autoscaler GCE E2E tests ...

These tests were migrated to live in kubernetes/autoscaler[1] some time
ago, where they are run as periodic job[2].

The remaining helper functions stayed as they are used in
dns_autoscaling tests.

Vendor files were regenerated with ./hack/update-vendor.sh
