Mikhail Fedosin 48d1e0783d test(volume): fix data race in fake volume host node labels ...

fakeVolumeHost.GetNodeLabels lazily initialized the nodeLabels field
without synchronization. Concurrent mount operations reach it through
checkNodeAffinity, so the race detector intermittently fails
TestWaitForAllPodsUnmount in pkg/kubelet/volumemanager.

The last constructor that accepted custom node labels was removed as
unused in commit 79b799a0f3, which left the lazy default as the only
writer. Return the default labels directly instead of caching them.
