This ensures that new upstream versions are made visible using standard Go tools; it also avoids repeated "go install"s of the same version of the tool. Since the version of zeitgeist is tracked in hack/tools/go.mod, this also removes the version tracking in zeitgeist's own build/dependencies.yaml, and updates the introductory comment there.
