BearHuddleston f0b595d15d test(install-e2e): cut the STT setting's comment to its reason ...

The commit that added stt.enabled: false carries the mechanism and the
incident. The writer keeps one line saying why the setting exists and
which releases need it; the test assertion needs no comment.
