Maciej Lisiewski 215aa7624b fix(ci): end the gate's timing at its verdict, not at the report's steps ...

close_running_job() counted every finished step of the report's own job. On a PR the PR-only baseline restore finishes before collection, on main it never runs, so a slow cache download inflated the PR's gate time against main's baseline. ci.yaml now passes --own-job-last-step "Evaluate job results" and the gate's time ends there; steps after it are report work.
