Maciej Lisiewski 2b31d12ade fix(pm): apply lock overrides to requirements builds; read pip check uncoloured ...

Requirements builds (Termux deb assembly and wheelhouse gate, PM runtime
wheelhouse install) install the lock's export with uv pip install, which
re-resolves and rejects the overridden graph. Pass the lock: its manifest
overrides become --overrides and the closing check accepts them.

FORCE_COLOR/CLICOLOR_FORCE made uv pip check emit ANSI the report parser
cannot read, failing every install with an expected override mismatch.
