Ben Barclay ca43606920 fix(remote-config): restore the caller's home when the token scope build fails ...

Build the scope inside the try so a failing build still resets the home
override and is reported as a PlaneCredentialError. Cover the launch
profile's frozen env-only override and a secondary never borrowing the
launch profile's env override.
