The block sections now say the prompt is stored as the withheld placeholder
(later turns, compaction, session_search, memory providers and review read
only that; transcripts still show what was typed), that the hook runs before
turn-start compaction, and that a callback which raises or times out is
skipped, so the turn goes ahead. observer-hooks.md lists the block return.
