Keep the real-ticker LOCAL-only satellite test (red on main) and the fatal-error ownership test
(test_dropped_bot_is_never_swapped_for_the_primary: the only test that fails when ownership is
recorded after connect instead of before). Drop the reconnecting-satellite tick and housekeeping
tests and the credential-repair test (all pass on main and with ownership recorded late), and the
housekeeping and authz unit tests that only re-test has_credential_platform.
