ethernet f3ea0290e2 ci: show PM cache restore results and write policy ...

Print a compact tools/uv/npm summary from setup-pm, including the selected
restore outcome, exact-hit output, cache path, ref scope and save policy.
Keep actual archive sizes and upload results in the native cache logs.
Do not scan cache trees or add logging wrappers to non-PM cache actions.
