Teknium ce02e4686d fix(photon): photon status routing row gives up after 5 s on an unreachable API ...

The live opt-in row reused list_users' 30 s timeout, so a black-holed API stalled
`hermes photon status` (previously offline-only) for 30 s. Thread a timeout through
list_users/find_user_by_phone and use 5 s for the status row only.
