Maciej Lisiewski 36f9cba878 fix(deps): bump setuptools to 84.1.0 ...

Moves every setuptools pin from 83.0.0 to 84.1.0 together: the dev
group, [build-system].requires, and the Termux toolchain and
deb-wheelhouse pins (scripts/termux), so source builds, the lock and
the Termux payload keep using one version. Only setuptools moves in the
relock. 84.1.0 was published 2026-10-19, past the 3-day release-age
check.

This is a major bump. 84.0's removals are distutils compiler internals
(Compiler.spawn shims, exception classes, LooseVersion in
CygwinCCompiler). Hermes's setup.py and the setuptools.build_meta
backend use none of them.
