Teknium 183cd6cc35 fix(gateway): keep plain audio MEDIA out of WhatsApp/BlueBubbles voice notes ...

Same class as the Discord and Feishu fixes: these adapters' send_voice
ignored is_voice, so a plain audio MEDIA file (music, a sound effect)
became a voice note. The WhatsApp bridge always sends "audio" as ptt
(transcoded to Opus), WhatsApp Cloud converted every local mp3 into an
Opus voice bubble, and BlueBubbles flagged every file isAudioMessage.

is_voice=False now goes as a named document (WhatsApp bridge), as the
original audio/mpeg (WhatsApp Cloud), or as a plain attachment
(BlueBubbles). Voice intent and the no-flag auto-TTS path are unchanged.
