- A message the adapter sees as idle (its earlier message's adapter task ended while a queued turn runs as a FIFO turn, outside the adapter's session guard) is stamped by the runner's running-turn check at FIFO admission and settled there, so a busy chat counts every waiting message once. A queued row cancelled later (/stop, /new, refused head, edit) settles dropped through SessionAuthority._settle_cancelled. - A row that is already terminal when admit_message re-reads it counts as reached only for a turn outcome (completed / interrupted / failed / steered); cancelled, rejected or deleted is dropped / never. - The arrival's home is the routing identity's runtime profile, not the profile that last ran a turn in that chat id (two bots of different profiles in one channel). - The day's peak of running chats is kept per UTC day, and a day closing after midnight folds its own peak before its row is written.
