teknium1 39f28a20bb test(gateway): the Windows pipe fallback row is fail-open unknown, not stale; map @erosika

test_pipe_gone_after_kill_falls_back never ran before: main marks it with a bare
skipif, so it is skipped on Linux and never selected on the Windows lane. The
windows_only marker made it run, exposing a stale expectation: the fallback
state file names the test process, whose cmdline is not a gateway's, so
live_gateway_pid_for_home refuses to trust its code_sha and the fleet row is the
fail-open visibility row (#109680), not a classified stale one.
