Samuel Karp baffef9669 pkg/oci: mask thermal interrupt info ...

Mask /proc/interrupts and /sys/devices/system/cpu/cpu<x>/thermal_throttle
inside Linux containers by default, matching moby, kubernetes, podman,
buildah, and cri-o.
