Gabriel Adrian Samfira 4cd9f37f56 Fix windows periodic workflow ...

This change addresses the following issues:

  * Fix fetching the public IP of the windows instance.
  * Fix generation of repolist.toml.
  * Resource cleanup is now run even if tests fail.
