yongxiu 180ca42f67 Update runc-version to 1.3.1

runc includes several bug fix: https://github.com/opencontainers/runc/releases/tag/v1.3.1

* https://github.com/opencontainers/runc/pull/4645
* https://github.com/opencontainers/runc/pull/4757

These two changes are important for our user cases.
