Michael Crosby d74e8a9081 Add timeout for I/O waitgroups
Backport for #3361

This and a combination of a couple Docker changes are needed to fully
resolve the issue on the Docker side. However, this ensures that after
processes exit, we still leave some time for the I/O to fully flush
before closing. Without this timeout, the delete methods would block
forever.

Stephen J Day 9754696ff5 linux/prox: timeout fifo creation
Under certain conditions in the client, the fifo for a container may not
be created. A timeout has been added to this operation to ensure the
shim can recover when the client fails to open the fifos.

Michael Crosby 74b3cb3391 Fix exit event handling in shim
Could issues where when exec processes fail the wait block is not
released.

Second, you could not dump stacks if the reaper loop locks up.

Third, the publisher was not waiting on the correct pid.
