Add new snapshotter & differ plugins that can leverage the block CIM layer writers to
store pulled/imported images in the block CIM format.

hcsshim recently [updated](microsoft/hcsshim@1d406d0) the interface of APIs that are used
for importing OCI layers. It now expects that the CimFS snapshotter mounts contain the
full cim paths for parent layers. This change updates the cimfs differ & snapshotter to
use that new interface.

v0.12.0-rc.* versioning for hcsshim tags on containerd/main

This contains quite a bit (also bumps google/uuid to 1.3.0). Some HostProcess
container improvements to get ready for whenever it goes to stable in
Kubernetes, Hyper-V (windows) container support for CRI, and a plethora of
other small additions and fixes.

This change no longer requires the use of a UtlityVM on Windows to convert the
layer tar to an ext4 vhd for LCOW. This has a significant performance boost
that makes linux/amd64 layer extraction comparable to native Linux performance.
